The Dental Council of India – a statutory body 

Dental Council of India is a Statutory Body incorporated under an Act of Parliament viz. The Dentists Act, 1948 (XVI of 1948) to regulate the Dental Education and the profession of Dentistry throughout India and it is financed by the Govt. of India in the Ministry of Health & Family Welfare (Department of Health) through Grant-in-aid. The General Body of the Dental Council of India representing various State Governments, Universities, Dental Colleges, Central Government, etc. The Dental Council of India – a statutory body – was constituted on 12th April 1949 under an Act of Parliament – the Dentists Act, 1948 (XVI of 1948). The amendments were made through an ordinance promulgated by the President of India on 27th August 1992. Through this ordinance, new sections i.e. section 10A, section 10B, section 10C were introduced in the Dentists Act, 1948 mainly to restrict mushroom growth of dental colleges, increase of the seats in any of the course and starting of new higher courses without the prior permission of the Central Govt., Ministry of Health & Family Welfare. The amendment was duly notified by the Govt. of India in Extraordinary Gazette of India, Part II, Section I on 3rd April 1993 with effective date 1st June 1992.

In consonance of the provisions of the Act, Dental Council of India is entrusted with the following objectives.

◊ Maintenance of uniform standards of Dental Education – both at Undergraduate and Postgraduate levels. (a) It envisages inspections/visitations of Dental Colleges for permission to start Dental colleges, increase of seats, starting of new P.G. courses (as per provisions of section 10A of the Act).

◊ To prescribe the standard curricula for the training of dentists, dental hygienists, dental mechanics and the conditions for such training;

◊ To prescribe the standards of examinations and other requirements to be satisfied to secure for qualifications recognition under the Act;

To achieve these, the needs are:

◊ Uniformity of curriculum standards of technical and clinical requirements, standards of examinations;

◊ A uniform standard of entrance to various courses in dentistry;

◊ Affiliation of every dental college to an University;

◊ Supervision over all the dental institutions to ensure that they maintain the prescribed standards;

◊ Regulation of the profession of dentistry.

Blood-Borne Diseases— Ensuring the Safety of Patients and Dental Professionals

According to the World Health Organization (WHO), patient safety is a “global imperative,” affecting both patients and healthcare professionals worldwide. In India, the Patient Safety in Dentistry taskforce was created in 2009, with myself as the coordinator. The six members are committed to the development of systems, organizations, policies, and procedures to ensure safety throughout treatment.

For example, the occupational use of sharps routinely exposes dental professionals to blood-borne viruses, such as AIDS, hepatitis B, and hepatitis C. These serious, potentially life-threatening diseases are transmissible to healthcare professionals from infected patients—and from infected caregivers to patients.

WHO reports an estimated 70,000 hepatitis B infections in healthcare workers from contaminated sharps annually. In India, a large proportion of the population is infected with blood-borne diseases: the country has an intermediate endemic of hepatitis B, with hepatitis B surface antigen (HBsAg) prevalence between 2% and 7% among the groups studied. The number of HBsAg carriers in India has been estimated to be more than 40 million.

Although exposure to these and other viruses can be minimized by strict adherence to safety precautions, the risk cannot be completely eliminated. Therefore, in order to help prevent disease transmission, it is essential that dental healthcare professionals, auxiliaries, and students be vaccinated. Unfortunately, vaccinations for HIV and hepatitis C virus are not available; however, a hepatitis-B vaccine has been administered since 2002 in many parts of India through the National Immunization Program. Despite this effort, the country still has a significant problem: an estimated every 20th Indian is a carrier of hepatitis B virus.

In many countries, it is mandatory for healthcare workers and students to be immunized against hepatitis B. India is home to 290 dental colleges, admitting more than 21,000 students every year. Therefore, to protect our flourishing dental workforce from occupational exposure to hepatitis B, it is important that immediate steps be taken: specifically, immunization for dental students who do not demonstrate active immunity against hepatitis B. Students having no or inadequate immunization at the time of admission would be required to be immunized, and each educational institution would maintain immunization records of all students.

This is only the beginning of what may be achieved for patient safety in India. Every practicing dental healthcare professional is encouraged to pursue available continuing dental education (CDE) in patient safety procedures. In addition, the World Health Organization will be releasing aMulti-Professional Patient Safety Curriculum Guide as a result of a 2-week virtual global discussion forum. Dental schools in India will be encouraged to incorporate this updated curriculum when it becomes available.

The Dental Council of India has long been engaged in protecting the well-being of our healthcare workers and their patients. Through safety education and policy, we will continue to remain at the forefront of global healthcare initiatives.

According to an article in BusinessWeek, Dental Tourism has become a booming industry. Dental Tourism is the process of traveling to another country in order to obtain cheaper and more affordable dental care.

Areas such as Prague, Budapest, Tijuana and Bangkok have an abundance of dental clinics that offer much lower rates than those in America. Studies have shown that nearly 30 percent of the population of Texas, for those on the Rio Grande side, crosses into Mexico in order to obtain cheaper dental care.

This process was given the name Dental Tourism because most of these procedures are simply not performed in one sitting. They may take several days to complete. Once the patient has had his or her initial dental visit, they typically have four or five days to vacation in the area before their dental care is completed.

Many consumers have chosen this process to enjoy a longer vacation while having their dental work completed. But just how much can you save through Dental Tourism?

In the United States and Europe, a dental filling can cost as much as $300 to $400. For the exact same treatment, you can get the procedure done for as little as $20 to $40 in Dental Tourism countries. Dentures can cost as much as $1,000 in America and many European countries while they can be purchased for only $200 in Dental Tourism countries. Root canals can also be paid for at a much lower cost; $100 to $200 as opposed to $3,000 in the USA and Europe.

This is enough of a savings to actual pay for the vacation so those who are planning to have these procedures done simply combine their vacation with their dental care visits. Dental India Promotes India Dental Tourism

Dental tourism forms 10 percent of total Indian medical tourism, projected to grow at 30 per cent to Rs.9500 crore by 2015. The Oral Disease Prevalence indicates that 80 per cent of children and 60 per cent of adults suffer from dental caries and more than 90 per cent of adults above 30 years suffer from periodontal diseases proving the indispensability of India Dental Tourism  .

In the West, primary dental care is provided by the government hospitals, but in India it is the individual dentists offering the same. In India 98 percent of the segment is ‘dentist-entrepreneur-driven’. Since dental health is of critical importance going by its impact on cardiac diseases and diabetes, there is a need to expand dedicated facilities in the country. “Therefore our initial expansion plan is to roll out 30 clinics in Bangalore and Kolkata in the next six months,” he added. 

Currently, in Bangalore alone there are 6,500 dentists and 3,000 clinics. There is a market for this specialty. Although the focus of expansion is metros, in the phase II, NHDC will look at Tier II cities to help the patients have access to uniform quality care. Going by the scale of operations, NHDC is tipped to emerge as the largest player in dental care in the country, said Dr Nitish. 

According to market reports, global dental care industry is estimated to be around US$ 18 billion and the dental equipment is pegged at US$ 15 billion with a CAGR of 5 percent and 4.5 per cent respectively.

In India, the dental care services market is estimated to be US$ 600 million with a CAGR of 10 per cent over 10 per cent since 2000 and its equipment sector valued around US$ 90 million. The key growth driver in dental medicine is the growing awareness and interest towards need for healthy teeth and dental cosmetics. Over 80 percent of the revenues generated for NHDC, since it commenced operations is from the aesthetic dentistry space, he said. 

Dental tourism forms 10 per cent of total Indian medical tourism, projected to grow at 30 per cent to Rs 9500 crore by 2015. India produces more than 18,000 dentists annually from 283 dental colleges. The country has around 1,500 oral and maxillofacial surgeons. 

The General Dentist Concentration, according to Dr Shetty is one dentist for every 30,000 persons. While Urban concentration indicates one dentist for every 10,000 persons for the Rural areas it is one dentist for every 250,000 persons. 

The Oral Disease Prevalence in the country indicates that over 80 per cent of children and 60 per cent of adults suffer from dental caries. More than 90 per cent of adults in the age-group of 30 years suffer from periodontal diseases. 

Dental surgeons in India perform a number of Cranio Maxillo-Facial Surgeries primarily because of the high incidence of congenital abnormalities affecting around 35,000 babies. Around 35 per cent of children suffer from mal-aligned teeth and jaws. Further, Decayed Missing Filled Teeth (DFMT1) score for teenagers is 2.4 and for 35-40 age-group is 5.4. In addition, over 17 per cent of the aged population are edentulous, the remaining 78.3 per cent have some teeth missing.
